Subject: Bitmap allocator documentation.

Here is a revised version of the documentation based on various comments
I received.

I have re-arranged the information in a more receptive fashion, and also
added a few other question posed by the various people which I found no
place for in the main documentation.

Also added is a small para at the end about the choice of a few
conatants that were not documented. The rationale about the selection of
those constants (The Percentage Threshold value in particular).
