Subject: [PATCH] demangle.h shouldn't depend on locale.

Benjamin,

can you approve and apply this patch please?
Its the only diff with my own 'reference' implementation
that is left (apart from changes that I made to allow
to compile demangle.h without any libstdc++ linkage,
for libiberty; but I understood now that libiberty
won't be using my demangler at all).

        * include/bits/demangle.h: Do not use cctype functions
	  that depend on locale.
