No.
libstdc++-v3/libio is taken from the libio subset of glibc. Your fixes
may be correct (I didn't look), but they need to go to glibc, not libstdc++.
There are about 4 web pages all claiming to be "the glibc FAQ," all outdated.
The mailing list addresses on http://sources.redhat.com/glibc/ are the
ones to contact with patches.
