That's the part I'm having the most problem with. I'm trying to respect
your authority here, Mr. Release Manager, but the constraint you are
suggesting is not really workable.

We're using this policy for every other part of the system; why not
V3?

It's very hard to keep things from breaking on the release branch;
keeping the changes limited to regressions makes things a bit more
tractable.
