set_new_handler does not throw


The standard says that set_new_handler should be declared to not throw any
exceptions.

	* libsupc++/new (set_new_handler): Declare to not throw any
	exceptions.
	* libsupc++/new_handler.cc (set_new_handler): Likewise.
