There's no problem with putting DR/Ready fixes into the library; the more
the merrier.  Right now -- and this is good practice -- they're surrounded
by _GLIBCPP_RESOLVE_LIB_DEFECTS, which defaults to on.  Mainly the guard
helps to remind us what the changes are for.
