I've checked this in.
Here's why it was turned off:
Time to run make check-target-libstdc++-v3
without fully-compliant headers: 899 seconds
with fully-compliant headers: 1046 seconds
That's a pretty significant difference. For people who want to speed up
their compiles, just turn it off again.
