The c++ compiler is a part of the gcc project. Your question might be
better answered by someone on gcc@gcc.gnu.org. This list is the 
communication channel for "an ongoing project to implement the ISO 
14882 Standard C++ Library as described in chapters 17 through 27 and 
Annex D." If you are seeking documentation on the Library, the ISO
14882 is what you need...
