cygwin status

As of tonight, CVS libstdc++ will build unassisted under cygwin.
The setup:
- cygwin 1.0 cd base install
- gcc-2.95.2 from mumit
- cygwindll-000211 from sourceware
CVS libstdc++ after this patch should work:

* acinclude.m4 (LIBS): Tweaks to allow cygwin to configure.
* src/Makefile.am: Tweaks for installing multilibs.
