Documenting V3 internals

Really?  I think it's important that users of the library have easy
access to implementation details, if they're going to be adopting it
for projects of any significance.

There's no reason we can't do both - keep the current comments, and
duplicate them in external files for use in the libstdc++
documentation - but I'm not quite certain what your objection is.
Perhaps you could elaborate, when you have more time?
