I see the problem here (glibc-2.1.94 system) using 

../gcc/configure  --prefix=/usr/local/opt --enable-cshadow-headers \
                  --enable-threads=psix --enable-libstdcxx-v3      \
                  --enable-long-long

the preprocessed output can be seen at:
  htpp://rcfile.org/misc/iofclose.ii

FWIW, I am seeing this problem on debian packaged version of 
glibc-2.1.94. since Matthias just posted to debian-toolchain that
a gcc-snapshot was available for 'unstable', I assume he is using
the same glibc that I have. This _could_ be a problem with our
glibc installs.
