* Makefile.am (rebuild-stamp, all-local): New targets.
* Makefile.in: Regenerated.
* acinclude.m4: New macro, GLIBCPP_ENABLE_RELIBGCC.
* aclocal.m4: Regenerated.
* configure.in: Call new macro. Also do some sanity checks
for combinations of --enable's that may not make sense.
* configure: Regenerated.
