Savannah (savannah/subversions.gnu.org) has been
down due to a system compromise some time back:

You can try gcc.gnu.org instead as explained in:
http://gcc.gnu.org/cvs.html
or just get the latest 3.4 snapshot from a GCC mirror
like the following one:
http://mirrors.rcn.net/pub/sourceware/gcc/snapshots/
As for the networking bits, Michael and Mohan have
been hacking quite a bit on this, so one should expect
things to be better now compared to the time you last
checked the GCJ snapshot out.
