It's not "gone" as such - it's still there:

I happen to be the one who suggested that we no longer
maintain a separate build instructions page because
GCJ/libgcj are well integrated into GCC and the general
instructions suffice to build them.

The generic GCC build instructions are a bit detailed
simply to make you aware of the possibilities and
to shield you from the various "gotchas" (the most
common being building in the source directory itself)
as much as possible.
You should just skim through these instructions once
and then get around to them once more when you
are ready to build to pick the options that you
want. After a couple of times, you'd find that it's
not at all as hard as it appears to be.
