This turns a non-zero value to boolean true, but it's probably too arcane for
general consumption. I'll revert to !=0

I'm not happy with this either, but it's a temporary workaround. My long-term
solution is to cache OS major and minor version and use this to see whether
I'm allowed to use GetHandleInformation(). If not, I'll return true.

Even with 3.3, stack frames get corrupted if an exception is thrown during
bootstrapping. The new 3.4 java.io stuff brought this out. I don't know why
the corruption happens. Does this have anything to do with the SEH stuff
you were working on?
