It could be.
I just tried again using the system compiler (Red Hat 2.96) and again
the result is as I expected. Try 'make bootstrap'.
The other possibility is, of course, that your patch utility is
broken. That's why I asked if there were any changes to the C
compiler outside '#ifdef INLINER_FOR_JAVA'.
