There are still a handful of known inner class issues in the bug database. I
havn't looked at this closely either, but its possible that the root cause is
already a known bug. The best approach may be to file a "TestCR doesn't
work" PR, then fix the other known bugs, and if its still broken spend the time
trying to isolate a test case.
