If approved by Java maintainers, this is OK for 4.0, once the branch
reopens. However, I'm with Paolo; heck, if I had my way, we probably
require GNU Bash the same way that we require GNU Make. But, I'm not
trying to start an argument about that; I'm not putting it forward as a
serious proposal. I do think requiring a POSIX-compliant shell is
reasonable.
