I didn't touch anything in this area.  But, that doesn't necessarily
mean anything.  Offhand I would guess that this has been incorrect for
a while, the setting of MULTIBUILDTOP in external/sax/Makefile.am
looks bogus.

How about the below? I tested this with a multilib, and it got the right values in the makefile, they were abs path names to the built files for ZIP and GCJH. I'm not sure if this is perfect, but I think it is one step closer.
