I thought about this, since you mentioned it on irc.  I'm not so sure
though.  We've used this directory setup for a long time (note that
while I updated org.xml.sax.* and org.w3c.*, many of these classes
have been in the tree for years -- Anthony checked them in on
11-7-2001).

When this goes in I will file a PR to remind us to merge the
additional code at some later date.
