Technically, this patch is missing a ChangeLog entry (the URL above
provides some more explanations on how to write a ChangeLog entry.)
Otherwise, you probably need to file a copyright assignment with the
FSF. Someone on this mailing list did it a few weeks ago:

It was early in October, and the answer came back last week, so it
took around 7 weeks.
I'll let Per review the patch, as the verifier is something he's
familiar with.
