Geesh.  ie-ee is the language/country code for Interlingue/Estonia.  My
browser is telling tomcat that I prefer this locale.  The crazy thing is that
I configured my browser for this over a year ago in order to see a easter egg
:-) (appended below).  This is the first time that I think it's caused a
problem.

This doesn't tell us why things are failing.. but it's a good hint.  I'll poke
around some more.

EE#1 (Easter Egg Number 1)

1.  Open up IE5.
2.  From the Menu Bar select Tools > Internet options > General > Languages
button.
3.  Press the Add button.
4.  Type "ie-ee" (no quotes) in the User Defined box and click OK.
5.  Move "User Defined [ie-ee] to the top of the list.
6.  Exit back to where you can browse in IE5 again (should be two OK's to get
out to IE5).
7.  Click on the Search Toolbar button (to open Search Assistant).
8. Click Customize.
