As some private discussion has shown, the root of the problem seems to
be some missing dependency in the top-level Makefile. I've got an
incomplete patch that adds a dependency of configure-target-libjava on
all-target-libstdc++{,-v3}, and a couple of other similar dependencies
that, when missing, may affect the correctness of a parallel build.
Meanwhile, I advise people who do single-tree builds of GCC and libgcj
to either not do parallel builds.
