I think it would be reasonable to add a configure check for this.

I'm sure many people are going to try the new libgcj with gcj 2.95.
libgcj's configure could check for the availability of
-fuse-divide-subroutine and edit libgcj.spec accordingly (along with,
perhaps, a warning message).
