No, they're not arbitrary.

Sufficient testing :-)

For example, if all the major distros ship with ISL 0.16 and build
with that, and have done for some time, then that provides pretty good
testing and justifies bumping the version in the script from 0.15 to
0.16.

The minimum for "MPFR in the source tree" is higher.
