PA linux runs on both PA 1.1 and 2.0 machines. The runtime is 32-bit.
Kernels can be either 32-bit or 64-bit.
This argues that we need to keep the PA1.1 support.

I believe this is correct. The capability to generate 1.0 code could be
removed.
PA 1.0... There's a bit of cleanup there, but I suspect it's quite small.

Removing SOM is obviously dependent on whether or not the BSD guys are using it or the ELF bits.
