RM Q&A Session on irc.oftc.net

I indicated that I, and the other GCC RMs as available, would
participate in an interactive IRC discussion on May 27th at 9:00 AM Pacific.

As nobody has volunteered to moderate the IRC session, we'll use the
general-purpose GCC developer IRC channel irc://irc.oftc.net/#gcc.  At
the start of the session, I'll ask that routine GCC development traffic
cease for an hour so that we can do the interactive discussion.

already contains quite a few good questions being asked by people who
will apparently be unable to participate.  We'll try to answer those as
breaks in the conversation occur.
