See http://gcc.gnu.org/svnwrite.html .  You need to have a sponsor who
is a gcc maintainer.

Or, if appropriate, your bugzilla account can be modified to support
editing bugs without requiring a gcc.gnu.org account.  You need a
sponsor for that too.
