formally, probably not, but I rely on the common sense of my fellow
maintainers. To give concreteness to what I mean, I suspect that
most *uses* of the template uses in the STL -- before we get to rvalue
references
and the like are OK. They don't require cleverness.

the code gmpxx was inpired by my implementation of valarray that comes with
GCC. I don't think such `execessive cleverness' is needed in the
compiler itself.
In fact, most codes in the compiler should be `dull'.
