please find below a form I just obtained from the FSF servers to start
the process of assigning past (= existing) and future changes.
If you fill this out and email it to assign@gnu.org (putting your full
name as the subject of that message), this will get the process going.
I recommend to not just specify libstdc++ but GCC as well.
