The process that I describe is the one I went through, and other
people as well to my knowledge. If you (truthfully) answer "no" to the
question about employer/university ownership claims, I don't think
they ask for an employer disclaimer.

At least, they didn't in my case. And indeed, it would be hard to
impossible to obtain. E.g. the reaction of my former employer (which I
approached after having filled the copyright assignment, out of
curiosity) was "if you do outside work, you don't need permission from
us and we don't sign useless legal papers just because you feel like
it".

Of course. Feel free to stress that more on the wiki page if you feel
it's necessary.
