This wouldn't change the fact that any upcoming release of GCC issued
by the FSF ought to be under GPLv3.
But yes, people could still backport patches into their own GPLv2
releases given the policy above. But having backporters ask for
permission from the authors or from the FSF sounds like a good
incentive for them to switch to GPLv3 to avoid the hassle.
