Of the states we have, WORKSFORME seems best to me, and I agree with Joe
that there's benefit in getting these closed out.  On the other hand, if
someone wants to create an UNREPRODUCIBLE state (which is a "terminal"
state, like WONTFIX), that's OK with me too.  But, let's not dither too
much over what state to use.
