prev_nonnote_insn that follow branches?

Subject: prev_nonnote_insn that follow branches?

Is there a function like prev_nonnote_insn that, when it encounters a
label preceeded by a barrier, attempts to determine if there's a
single jump to that branch and returns it if so?
