I've been asked to clarify this statement.  I certainly can't know where
resources would have been applied in the absence of these patches.
However, I do know that some strong developers have spent time on this
project, and some of my time as RM has been used in discussion and
review of the project.  I do think that it's highly probably that we
would be closer to a release than we are now, had it not been for this
project, but, since, as David says, neither the RM nor the SC can (or
should) control what people work on, there's no way to be sure.
