See e.g. setting of EXTRA_GCC_FLAGS in Makefile.tpl for a way to handle that:

EXTRA_GCC_FLAGS = \
[...]
        "`echo 'LANGUAGES=$(LANGUAGES)' | sed -e s'/[^=][^=]*=$$/XFOO=/'`" \
