I wiki-ized the GCC Patch Tracker instructions

Dan,
Since Wiki is supposed to be documentation, the link to your patch
tracker on the main page of the Wiki seemed out of place. Especially
since after you got to the actual patch tracker then you got a link to
the email on how it works.
So, I changed the initial link to be to a new a Wiki page
(http://gcc.gnu.org/wiki/GCC%20Patch%20Tracking) based on your emailed
instructions, which of course still begin with the link to the actual
Patch Tracker.
Since the PatchTracker is your baby, if you don't like this change, it
would be simple to revert; just change the link on the front GCC
Wikipage back to your page.
