I still have the failure with hppa64-hp-hpux11.11 (natively). The
other 2
targets build fine now.

Ok, thanks for the pointer. I'll double-check and try to spot
the differences. For now, it's probably best to assume it's
something local here.
Are you sure that you are building with "make bootstrap".
