Post-Lillehammer WG14 mailing

The post-Lillehammer WG14 mailing is now available at
<http://www.open-std.org/jtc1/sc22/wg14/www/docs/post-lillehammer.htm>.
It includes a copy of C99 merged with TC1 and TC2 (and apparently some
other editorial changes in the foreword). The DR discussions in the draft
minutes may not be ready to rely on yet, but should at least be indicative
of possible directions, in particular that we may be able to get away with
merging structure types across multiple translation units with IMA (in C99
if not in C90 where type compatibility doesn't require the tag to be the
same).
