I tried this out by bootstrapping mainline on i686-pc-linux-gnu
(RHEL 3AS U4, P4 2.4GHz, 1GB RAM, 512MB Swap) and found
*no difference* in the total bootstrap time. :-/
Either this option has bitrotted or something else undoes
its effect.
