Given the extent of diagnostic changes going into 4.0, once mainline is in
regression-fix mode (and so the levels of diagnostic churn should be
lower) I propose to submit a snapshot to the Translation Project (for both
cpplib.pot and gcc.pot) to give translators more time to catch up before
the release. (And then to submit a snapshot with updated .pot files again
after 4.0 branches to catch up on the much smaller number of changes that
should have gone in by then.)
