Ramana,
if you are going to work on GCC (ARC port), I suggest you to get a copyright
assignment and then ask to becom a new ARC maintainer. Since the port is
currently unmaintained, I think there would not be many problems with it.
But you really need to do the paperwork first. Here:

instructions to get started.
