Which means, it is OK to post patches without bugzilla reference.

they have a patch already to fix the bug they were looking into.

http://gcc.gnu.org/contribute.html#patches does not ask bugzilla reference for new features.

But that is because the main use for bugzilla is for users rather than developers for filing bugs/enhancements.

And this says that following is not 100% true! :-)

Caroline raised good question as part of this discussion and it is still unanswered.
