Caching of include files breaks compilation?

Consider (this comes from SPEC2k 181.mcf):

With GCC 3.4 both files are included but GCC 3.5 CVS of today not.
This has been broken between the tree-ssa merge and 2004-06-07.  Is
this an error in GCC or a non-conforming program?
