RFC: Removing --enable-win32-registry?

This seems to be an essentially unused option. Removing it would
allow for some serious cleanup of prefix.c (which currently has annoying
little bugs like #9968).

It's enabled by default on these hosts:
win32 -- host not supported any more
pe -- most developers seem to --disable it
cygwin* -- the cygwin developers generally appear to --disable it
mingw32* -- all the mingw32 developers seem to --disable it
uwin* -- not usable as a host for GCC

So, can I pull it out by the roots, or does someone still use it?
