Here's the "known issue": Since the FSF's security problems of late last
year, there's been a new upload procedure that includes digital signatures
and other bureaucracy: inconvenient but necessary.  Unfortunately the new
procedure involves a script that refuses to accept certain characters in
filenames, like "+", which is great fun when trying to upload some of the
files (those including only the C++ support).

Since this still hasn't been addressed and it's been a week, the SC
has advised Gaby to go ahead and announce, even though the FSF mirrors
will be missing some files, and point people to the gcc.gnu.org site
if they need the C++-only pieces.  The FSF site does have the full GCC
distribution.
