The best thing would be to take the list in MAINTAINERS and send it to
the FSF copyright clerk asking for a categorization into:
(a) Changes OK for docs and code
(b) Changes OK for code only
(c) Changes not OK at all
Would you care to prepare that email and send it off to the FSF?
