The right solution is clear: there should be a per-branch state for
bugs, or, equivalently, bug-state keywords on a per-branch basis.
We really don't know yet when tree-ssa will be merged into the mainline,
and if it doesn't happen until 3.6, say, then we will have to look at
these bugs that have been fixed on the tree-ssa branch.
