I am not an expert on gcc schedules or gcc development but I think that
what you ask is a generic question on how "free software" (or open
source or whatever you call it) works.

1) people who work on gcc fall in two categories:
	- paid developers working for companies who sell gcc-based services
	- volunteers

2) volunteers, because they are volunteers, cannot _commit_ to any time
schedule. They can say: "I'd like this to be finished tomorow". I doubt
any of them can _commit_ to finishing this in two weeks or months or
years. Maybe some of them might try to give a rough estimate of when
they think the given functionlity will be finished without additional
help (help being defined as manpower or funding).

3) paid developers can _commit_ to given schedules and functionality
requirements provided a contract between you or someone else and their
company is signed.

So, if I were you or someone else interested in maybe funding part of
gcc development, I'd look for companies who sell gcc-based specific
developments and then I'd talk to them to understand how much money they
want to complete a given functionality set within a given schedule.

As a disclaimer, I'd like to point out I don't work for any such
company.
