m68k target deprecations

Hello,
is it still possible to add new entries in the (now empty)
list of obsolete targets for the upcoming 3.4?
I was specifically thinking of these very old m68k
targets which, afaik, have been unmantained for quite
some time:
m68000-hp-hpux* (HP 9000 series 300)
m68k-hp-hpux7* (HP 9000 series 300 running HPUX version 7)
m68k-hp-hpux* (HP 9000 series 300)
m68k-*-aout* (embedded m68k with a.out)
m68k*-*-netbsd* (NetBSD/m68k <1.4 with a.out)
m68k-*-sysv4* (Motorola m68k's running system V.4)
And maybe:
m68k-*-coff* (embedded m68k with COFF)
Who is supposed to make such decisions?
